The people who came back different are called Drifters. The clinical term is the Expressed. Their powers are called the signs of the sick — because almost no viruses remain, and nobody alive has seen illness. A Drifter's divergence reads as symptomatic.
There is no powered species. Powers are not hereditary. They happened to people. New Drift pulses keep hitting people at random, forever — which is how a new player enters canon: they get hit. They don't fill out a form.
